Facilities

The Facilities Department is responsible for building and property operation, maintenance and repair for the College.

The Facilities Department services 553,062 square feet of building spaces and 258 acres of land. They are also responsible for a 1.65 Megawatt wind turbine located on the farm West of campus, the 1 Megawatt solar array, COUNTRY Financial Trail and Birky Pond, as well as for 240 geothermal wells serving 3 of the College's buildings.

Facilities Master Plan

In 2020, the District 540 Board of Trustees approved a Facilities Master Plan for Heartland Community College.

The Illinois Community College Board (ICCB) requires a Facilities Master Plan to be on file to provide a vision and foundation for the continuity of the institution’s physical environment and ensure that the College has safe, inviting, and welcoming facilities that foster community growth and student success.

Led by Executive Director of Facilities and Public Safety and HCC faculty, the Facilities Master Plan Steering Committee (FMSPC) worked with Legat Architects to formulate a plan to guide the College for decades to come.

Key to the plan was identifying the projected needs of the community. Over nine months the FMSPC gathered input from the entire campus community and combined that with data gathered from a District environmental scan conducted by Northern Illinois University. The resulting plan presents a number of options to guide the District 540 Board of Trustees and HCC leadership in developing the physical footprint of Heartland Community College.

Landscape Master Plan

The Master Landscape Plan for the Main Campus of Heartland Community College in Normal was completed in September of 2022.

To gain an understanding of existing and anticipated future improvements, the planning team
reviewed available documents and plans including the 2020 Facilities Master Plan. That plan includes a site design section with well-considered recommendations.

The Heartland Landscape Steering Committee was involved throughout the process, providing information and ideas, reviewing plans during their development, and reaching recommendations documented in the plan.

Construction Updates

Main Campus Construction Updates: August 2026

As the College moves forward with our Facilities Master Plan, we have multiple projects underway this fall.  Below is an update on the major work that is happening. Please take a look, as this may affect how you get around campus, and subscribe to the HCC-ACCESS Text Alerts by texting JOIN HCC-ACCESS to 31389.

Student Services: Second floor & entrance WDC

Redesign of south entrance and plaza added to south side of building. Second elevator will be installed. Consolidation of student services including Enrollment Services and Student Access and Accommodation Services move to the second floor of WDC. 
 
Vermilion Way will remain closed to general vehicular circulation between WDC and ICN, while the parking lots to the east and west stay open. North, East, and West entrances are open. The South entrance will remain closed until April 2027 when the renovation is complete.

Solar Array Field

A 1.07 MW fixed-axis Solar Array Field (Phase 1) on the Main Campus just north of the Receiving Building. Posts, structure, and panels are in place. Transformer installed with switchgear, metering, and connections to follow during the fall of 2026.

CDL Heat Pump Replacement

Ceiling down on the academic side of the building to replace all heat pumps with more efficient models.  
 
Timeline: 6/12/26 - 8/31/26

Drainage and Lighting Improvements

Drainage tile is being installed between ICN and ICB. Sidewalk access will be temporarily affected.  Light poles will be added along sidewalks connecting from Raab Road to Vermillion Way (through Quad). The sidewalk between ICN and ICB are closed until 8/31.

Country Financial Trail

Repair and replacement on an area of the north end of the trail.  Bridge provides access around construction area.  Full trail remains open.
