In memory of Joe Tulley, husband, brother, son, stepfather, and friend.

The family of Joe Tulley is creating a scholarship fund for students at Heartland Community College in Joe's memory. Joe was an advocate of education, believing that earning your degree was an important step in ordering your life. To the numerous people he mentored and befriended, he urged starting at Heartland Community College. This scholarship will support underdogs like Joe, remembering his spirit and humor.
